Certificate Program in Workplace Health and Safety

The Bureau of Labor Statistics reported a total of 4.3 million injuries and illnesses in private industry workplaces in 2004. In addition, fines from OSHA for noncompliance with workplace health and safety laws have increased in recent years, with the heaviest fines charged to those businesses that ignore the most basic regulations. If you are responsible for employee health and safety at your workplace, it may be time to expand your knowledge of current health and safety issues and regulations, and learn new skills to create and maintain a safer work environment.

How you will benefit

This program is designed to expand and improve the practical skills of those responsible for employee health and safety, and develop staff expertise in health and safety strategies. The courses examine critical safety and health issues of private business, industry and government, and provide training necessary for managing a proactive health and safety program.

Required Courses

Health and Safety for Workers: Laws and Regulations

Administering health and safety programs requires up-to-the-minute, working knowledge of laws and regulations. Learn about the relevant laws and regulations pertaining to occupational health and safety, including Cal/OSHA and federal OSHA; criminal considerations, such as supervisors' and managers' responsibilities; workers' compensation jurisdiction, claims and benefits; the claims process and program administration; and legal liability. 


Both simple and complex issues are illustrated by case studies. Learn to use the Internet to research the most current regulations during a computer lab session. This course is for individuals who have interests in, or responsibilities for, administering occupational health and safety programs. This is a required course for the Workplace Health and Safety Certificate Program, the Intensive Certificate Program in Health and Safety and the Health and Safety Trainer Specialized Studies Program.

Health and Safety Management and Program Development

Industrial Hygiene

Gain an overview of occupational health hazards, including how they can be recognized, evaluated and controlled. Designed for those responsible for employee safety, this course discusses how industries are regulated and how to apply industrial hygiene principles in the workplace. Additionally, instructors focus on the topics most likely to confront safety managers today, such as indoor air quality, noise protection and mold. This course provides a basic understanding of industrial hygiene that will allow you to communicate safety principles to employees, perform some environmental evaluation and evaluate independent industrial hygiene consultants. Industrial Safety Hazard Control

Agricultural Health and Safety

Learn about the regulations pertaining to agricultural hazards, as well as ways to reduce work-related injuries and illnesses. This course will cover typical routes of exposure and methods of reducing exposure for fieldworkers and pesticide handlers. Examine the origin of the development of the federal Worker Protection Standard and its implementation into California's more comprehensive regulations. In addition, you will discuss the role of the Department of Pesticide Regulation and its relationship to Cal/OSHA in maintaining workplace safety. Bloodborne and Airborne Pathogens

Learn a best practices approach to reducing occupational exposures to bloodborne and airborne pathogens in a variety of industries including health care, dentistry, educational services and emergency response. Guest speakers and product manufacturers present material that applys to a wide variety of occupational settings and includes a best practices approach for identifying and selecting engineering control devices and safer work practices, an overview of the Cal/OSHA Bloodborne and Airborne Pathogens Standards as well as examples and descriptions of a variety of new products and devices. CAMEO Hazardous Materials Software Training

4 quarter units academic credit, X431.40. 4 GEN CEUs, 40 GEN Hours, 5 ABIH CEUs.

One of the finest overall tools for hazardous materials emergency planning and response, the Computer Aided Management of Emergency Operations (CAMEO), includes three computer programs: the CAMEO database, the ALOHA air plume modeling program and the MARPLOT mapping program. Learn how to use these programs together to assist in hazardous materials emergency response and emergency planning. By the end of this course, you will be able to find information on a chemical within seconds; plot where that chemical will travel over a map of your city; store chemical and emergency information for chemical facilities in your area; store information regarding sensitive populations; plot the locations of all these facilities; use the CAMEO Suite to enhance your emergency planning and to provide critical data in the event of a hazardous materials emergency. Confined Space: An Overview

Confined spaces can be highly dangerous, and both federal and Cal/OSHA laws regulate their entry. By their nature, confined spaces contain a variety of problems: atmospheric hazards, the accumulation of toxic materials, flammable or explosive atmospheres, and physical hazards. This course focuses on hazard evaluation and reviews appropriate work practices under federal and state law. This is an elective course for the Workplace Health and Safety Certificate Program and a required course for the Intensive Certificate Program in Health and Safety.

Construction Safety: An Overview

Gain an overview of the California Construction Safety Orders. Learn to locate and apply the Construction Safety Orders, identify common hazards found on construction sites, and develop abatement techniques for these hazards. Learn to recognize selected construction processes, materials and equipment. Upon successful completion of this course, receive an OSHA completion card (OSHA 10-hour) as proof of compliance with OSHA mandates. Emergency Management Techniques

Gain practical experience solving emergency problems. Designed for emergency coordinators and response team directors, learn the management techniques common to all emergency situations, including natural disaster, fires, and mass medical and hazardous materials incidents. Discussions cover effective emergency planning, legal responsibilities, administrative notifications, government response plans and agencies, the incident commands system as an emergency management tool, crisis management skills, decision-making under pressure, effective communication techniques, and media and public relations. This course includes simulations, and an opportunity to form small incident command groups and to solve industrial emergency problems based on actual case histories. Ergonomics in the Workplace

If your employees experience problems with lifting, repetitive motion or overexertion, their improper work practices may cause serious and long-term disabilities. A review of safe work practices with a focus on basic ergonomics may help your organization. This Learn the fundamentals of ergonomics in industrial and office workplaces. Excavation Safety

Trench cave-ins represent a serious hazard to employees. This course gives an overview of state and federal standards and regulations related to trenching and excavation safety. Topics covered include inspection techniques and soil classification, as well as protective systems to prevent cave-ins such as shoring, sloping and trench shields. Fall Protection for the Construction Industry

Construction is the most hazardous occupation in California and falls from elevations are the leading cause of fatalities in the construction industry. The California Construction Safety Orders have many different requirements for fall protection for various trades and job functions, requiring different types of fall protection at different heights. In addition, there are numerous types of fall protection methods such as guardrails, fall arrest systems, fall restraint and safety nets and even more alternative methods to reduce fall hazards such as manlifts and scaffolds. This class is designed to unravel the mystery of fall protection safety orders and discuss types of fall protection and other methods to reduce fall hazards. This will allow you to know when fall protection is needed and how to protect employees from devastating falls. The discussion will go beyond what is required by safety orders and discuss best practices in fall protection. This course is an elective in the Workplace Health and Safety Certificate Program.

Fire and Life Safety Awareness

Discover the types of built-in fire protection features and fire and life safety hazards common to the educational and workplace environment. This course features "passive" versus "active" fire protection features, maintenance of exits, knowledge and use of fire extinguishers, impact to and from other occupants, human behavior before and during an emergency, proper storage techniques, and services potentially available through local fire departments. Health and Safety Monitoring Instruments

Study the types of monitoring instruments used to evaluate employee exposures in the workplace and confined spaces. Learn the theory and operation of colorimetric tubes, oxygen meters, combustible gas indicators, photoionizing detectors, sound level meters, dosimeters and the wet bulb globe thermometer. Discuss the use of air sampling media and personal monitoring pumps. Practice calibration and evaluation of various conditions in hands-on laboratories that accompany lectures. IIPP: Your Safety Management Action Plan

This two-day training course is designed for injury and illness prevention program (IIPP) administrators, managers and supervisors with responsibility for implementing and maintaining the IIPP in their organizations or work areas. Learn how to develop or revise a written program for a specific workplace as well as the use of program evaluation tools to assess and monitor IIPP effectiveness. Review regulatory requirements in California T8 CCR 3203 for record keeping, response to Cal/OSHA inspections and the recent changes to the Cal/OSHA Enforcement Program related to provisions of AB 1127. This course is an elective in the Workplace Health and Safety Certificate Program.

Indoor Air Quality Management

This course addresses air pollution exposure in indoor environments, such as private residences and commercial and public buildings. Noise and Hearing Conservation

Protect your employees' hearing—learn how noise is generated, how to control industrial noise and how to measure noise in the workplace. OSHA Recordkeeping: A New Era

0.75 quarter units academic credit, X431.33. 1 ABIH CEUs.

The OSHA Recordkeeping rule requires that employees prepare and maintain compliant records of work-related injuries and illnesses. A final rule effective January 1, 2002 significantly changed the procedures and forms used to record and report occupational injuries and illnesses.

The new rule improves employee involvement, calls for greater employee privacy protection, creates simpler forms, provides clearer regulatory requirements and allows employers more flexibility to use computers to meet OSHA regulatory requirements. Individuals responsible and accountable for this record-keeping function need to become functionally familiar with the requirements and mechanics of OSHA injury and illness documentation, including the recent changes to the rule.

This workshop is designed for supervisors, managers, health and safety personnel and others responsible or who have been recently assigned the task for injury and illness recordkeeping. This course is an elective in the Workplace Health and Safety Certificate Program.

Protective Clothing

Learn about the regulations and standards regarding personal protective equipment*, limitations on use, the different types of chemical protective clothing and use of chemical compatibility charts. Other topics include eye, face, hand, foot, head and hearing protection, protective clothing decontamination and protective clothing for working with biohazards. This class is particularly helpful to anyone responsible for a personal protective equipment program. This is an elective course for the Workplace Health and Safety Certificate Program and a required course for the Intensive Certificate Program in Health and Safety.

OSHA Training Requirements Overview

A wide range of health and safety training requirements are identified in both federal and state OSHA standards. Respiratory Protection

Discover the requirements for a respiratory protection program described by Cal/OSHA regulations. Review regulatory requirements and guidance documents, consider exposure evaluation. An introduction to operating self-contained breathing apparatus concludes the day's activities. Scaffold Safety

Scaffolding can be found on most construction sites, and numerous safety hazards such as lack of guardrails, inadequate access, electrical hazards and structural deficiencies can be found on most scaffolds. This course will address the requirements for various types of scaffolding including metal scaffolds, wood pole scaffolds, system scaffolds, suspended scaffolds, mobile scaffolds, as well as addressing man lifts and scissors lifts. Overview of California Workers' Compensation

Learn about the California Workers' Compensation system from the perspective of all parties—injured workers, employers, claims personnel, and medical and legal providers. Gain an understanding of organizational structure, employment, claims process, decision making, temporary and permanent disability benefits, medical treatment and litigation. Examine new legislation and case law affecting workers' compensation benefits.
